Acceptance of Foreigners for Training

The procedure for the recruitment of foreign citizens and stateless persons to study at higher education institutions of Ukraine was introduced by the Order of the Ministry of Education and Science of Ukraine No. 1541 of 01.11.2013 (as amended) and defines the Procedure for the recruitment and training (internship) of foreigners and stateless persons (further – foreign citizens) in higher education institutions of Ukraine, regardless of their subordination and forms of ownership.

Admission of foreigners to ONTU is carried out in accordance with international agreements and state programs of Ukraine based on the order of the Ministry of Education and Culture of Ukraine in the manner stipulated by these agreements and programs, as well as according to agreements concluded by ONTU with legal entities or individuals.

Foreign citizens can enroll in ONTU for full-time or part-time studies on the basis of academic rights provided by a document on the level of education obtained in the country of origin.

ONTU recruits foreign citizens for studies through business entities (residents and non-residents) that have relevant contracts with the University on the provision of services for the recruitment of foreign citizens for studies, registered in the Ukrainian State Center of International Education of Ministry of Education and Science of Ukraine.

After arriving in Ukraine, a foreign citizen submits the following documents to the admissions committee of ONTU to enroll in a university:

1) statement;

2) a document (the original and its copy) about the previously acquired educational (educational and qualification) level, on the basis of which the admission is made;

3) an appendix (the original and its copy) to the document on the previously obtained educational (educational qualification) level, on the basis of which the admission is made (if available);

4) an academic certificate issued by a foreign/Ukrainian educational institution (in case of transfer or renewal of studies, starting from the second year, an academic certificate is attached);

5) an original and a copy of a document that contains information about the content of the educational program according to the previous degree (level) of higher education, credits received, duration of study and success in academic disciplines (in the absence of this information in the appendix to the education document), upon admission to obtain a master’s degree, if the lack of this information makes it impossible to recognize the qualification according to the document;

6) health insurance policy, unless otherwise stipulated by international treaties of Ukraine (applies only to full-time education);

7) a copy of a passport document of a foreign citizen or a document certifying a stateless person;

8) 6 photo cards measuring 30 x 40 mm on matte photo paper;

9) a copy of the certificate of a foreign Ukrainian (if available).

Documents (2-5 and 7) of clause 2.12 must be translated into Ukrainian with a notarized translation.

Documents (2-5) of Clause 2.12 must be certified in the country of their issuance in the manner that is officially used in this country for such certification, and legalized by the relevant foreign institution of Ukraine, unless otherwise stipulated by international treaties of Ukraine.

Enrollment to study for higher education at the appropriate level of higher education is carried out based on the results of entrance exams and on the basis of academic rights to continue studying, provided by a document on the level of education obtained in the country of origin, and taking into account the success scores that give the right to continue studying at the next level of higher education in accordance with the legislation of the country that issued the document on the level of education obtained.

Foreign citizens, for whom the ONTU admissions committee has established the need for language training before entering the faculties, undergo this training at the Preparatory Department for Foreign Citizens (hereinafter referred to as the PDFC) only on a full-time basis (with the use of distance learning technologies).

Enrollment of foreign citizens in ONTU is carried out by order of the rector.

All foreign citizens enrolled in full-time studies are issued state-style student tickets.

Payment for educational services at the university (at the Preparatory Department, faculties) is carried out according to contracts (contracts) at the expense of individuals or legal entities, unless otherwise stipulated by international agreements of Ukraine or agreements between higher education institutions on international academic mobility.

Documents on the education of foreign citizens enrolled in ONTU and previously issued by educational institutions of other countries must undergo the procedure of recognition in Ukraine in accordance with the legislation. Employees of the Center of International Activities of ONTU provide advisory assistance to a foreign applicant in completing this procedure at the Ministry of Education and Science of Ukraine. In the absence of confirmation of the authenticity of the document on education or inconsistency in the level of education received, the university excludes this foreign citizen.

The University ensures the registration of foreign citizens enrolled in studies in Ukraine in accordance with the procedure established by law with the issuance of temporary residence permits (temporary residence permit).

submission of documents to ONTU

Foreign applicants must arrive at the University no later than the dates indicated below:

candidates entering the Preparatory Department for Foreign Citizens of the Center for International Activities can come to the University to study during the year. To enter Ukraine, you must have an entry student visa “D” and the original Invitation for Study (for all categories of foreigners).
Entrants for full-time and part-time basic training must arrive at ONTU from July 1 to November 30, 2023.
Upon arrival, entrants enrolling in studies on a contract basis must pass entrance tests, provide all necessary documents, conclude an agreement on the provision of paid educational services with the university and make payment. After that, the documents are submitted to the Admissions Committee for admission to the university.

For foreign citizens of the Ukrainian diaspora sent to study at the Ministry of Education and Science of Ukraine, admission to the University is carried out based on the results of entrance exams from July 20 to 30, 2023. For this category of foreign citizens, personal documents (listed above and referrals from the Ministry of Education and Science of Ukraine) must be submitted to the admissions committee of the University by July 20, 2023.
